[Bootstrap] Vs [Legacy with @media]

I have been putting off learning to build responsive sites for years and a lot of the wikidot sites I've built for others are slowly getting tossed in favor of WP sites all of which seem to come pre-built as responsive sites (not 100% sure about that). So I'm at a point now in which I'm feeling pressure to be able to built responsive wikidot sites. Personally, I'm perfectly content with the sites I build now like my most recent one and the template I use can be easily edited for site appearance customization. When I look at the Google Analytics for all of my personal sites and see data like this:

Then I'm further assured seeing that the majority of users are clearly using PC's. Though I must admit that having a site that looks off for 25% of those that visit it isn't very good and is certainly contributing to a higher bounce rate. And oddly enough my rank on mobile devices tends to be higher than on PC which confuses the hell out of me because my understanding is that higher rank is given for phrases searched for using mobile devices when the site is mobile friendly, and none of mine are.

So with all of that I decided to try again to get into bootstrap and from the get-go I'm already annoyed because I like to create a page on my wiki to hold my CSS and then call it into action through the "external" option in the Admin Control Panel and this does not seem to be working for me when it comes to Bootstrap. This issue aside, I don't think I've seen more than a few sites that have content and are active that are using Bootstrap.

So I guess I typed all of that to ask this one question: If I want a mobile friendly wikidot site, can I just rebuild my standard template using @media and a fluid content area or do you think it's better to learn Bootstrap? Both seem to work just as well on mobile devices. Look at the ever-popular SCP site, when testing it to see if it is mobile friendly, it passes the test and yet it still looks like a typical website when on a PC, not a website that is also designed for mobile. So in terms of an investment of time, which do you think would be better, to learn the Bootstrap system or apply @media classes to wikidot Legacy?
